What happens when the power stays out — not for hours, but for days? That’s the question Veiligheidsregio Zeeland set out to face head-on as part of its broader resilience agenda, and we had the privilege of walking that path with them.

Together with the VR team, we ran a trajectory of four deep dives using ShockBox, our red-teaming format for stress-testing organizations against disruptive scenarios. Step by step, we mapped vulnerabilities across IT services, personnel, emergency power, and communications — and across the operational realities of the fire service, population care, the GHOR, and crisis management. We also brought into view the dependencies on other actors, including across the border.

The work fits within the wider resilience approach being driven forward by the Province of Zeeland, which is taking the topic on with real momentum. ShockBox was also recently presented at the Netwerkdagen Crisisbeheersing, where the approach was warmly received among peers in the field.
